Bill is currently retired from Roanoke County Fire Rescue, where he served for 20 plus years as a career company officer. He was also a volunteer for 13 years with Roanoke County Fire Rescue where he reached the rank of Chief at the Clearbrook district for 5 years. He has been an adjunct instructor with the Virginia Department of Fire Programs for 16 years.
Bill is currently certified to teach FF1 and II, Haz Mat Ops, Haz Mat awareness, Mayday FF Down, IFGO, Fire Officer 1 and 2, NFA ISO, NFA ISO TT, and NFA Leadership 1, 2, 3.He is also an instructor for the CERT program. He is also a 1403 officer for the state.

Bill served in the United States Navy from 1967 to 1973.He was a gunners-mate third class, along with firefighting, damage control and medical training.
Bill has an associate degree from Virginia Western Community College and a Bachelors degree from Roanoke College.
Bill served with the American Red Cross for 13 years as a Disaster Specialist and worked over 100 major disasters. He attained director status along with damage assessment, supply officer, records and reports and building advisor for reconstruction.
While with the Roanoke County Fire Rescue he attained the Haz Mat specialist certification and was a Regional Response Team leader. He was the radiological officer for Roanoke County. He was also red card certified and worked on various large wildland fires across the country. He worked with the training division and was an instructor for the regional academies. He is also certified as an arson investigator with the VDFP.
